1.) What does this "High sea level\high tide" mean ?

2.) Does this penny have a high sea level ?

3.) Can I say this coin is a sure VF or is it worse than VF ?

4.) Does the high sea level make these coins more valuable ?

 

+ Bad pics. 2 last ones are better. The coin is uncleaned and covered with brown toning and my camera doesn't like toned copper.

My out of date Krause (2nd Edition) says only the 1897 Penny has this variety.
