Question on Walkers

In 1941and every year after, my father would go to the bank and get a new walker.That for some reason stopped when the franklins came out?He put them in his safety deposit box never to be seen again.Here's my question, walkers coming from the bank when first issued be of a high grade,or do the high grades just come from mint sets.

Either, both, or neither. Too many depends-on issues here. Mint set ones could be higher quality as they were handled a bit more carefully and generally not touched since the mint employees stuffed them into the cardboard. Ones from a roll could be higher quality depending on how fortunate the coin's experience was before it was plucked. And how much handling was done with people's hands also factors in.
