can this coin be conserved?

It is always difficult to evaluate a coin based on images of it. There does appear to be a line of something that may be able to be addressed on the left side of the reverse. Without seeing this coin I would not be able to comment on the success of removing this through professional conservation without seeing the piece.

 

When it comes to a decision as to conserving a coin or not, there are two ways to look at things. Cost may be important if your intent is to improve the appearance of a coin before selling it. However, if your intent is to improve a coin in your collection for long-term enjoyment, cost may not be as important. Thinking about what you may want to do with this coin may be the answer to your question about spending the money.
