Whizzed coin

I just received a 1924 Huguenot-Walloon Commem. (ebay of course) with really nice detail. But when I looked at it under a magnifying glass you can see the hair lines from cleaning (whizzing?) Is this coin worthless even with it's really great detail? Is there any chance that NCS can do anything with this coin?

While professional conservation may be able to address any residue or undesirable toning issues on a coin that has been improperly cleaned, the cleaning itself can not be reversed. Most likely the best we would be able to do with a coin such as the one you describe is authenticate it and encapsulate it with a details grade.
