NGC's guarentee

If I have a coin that I suspect might be counterfeit and is in a NGC holder, can I submit it to NGC for a opinion? Also, does NGC offer a guarantee on their coins, if the coin is deemed counterfeit then NGC would pay for it? Or something similiar?
