Can a coin be evaluated for star or PL designations without

I have an NGC coin in an old 'fatty' holder (MS64) that I would like to be evaluated for either or both, a star designation/PL designation, but if it doesn't make the grade so to speak, I really don't want it removed from the old holder. Is this possible to do?

You would be able to submit this coin for a "Designation Review". Please note (and highlight) on the submission form that you do not want the coin cracked out of its holder if it does not meet the designation.
