Washingto error coin grading system

Instead or using the MS 60-70 grading codes, many of these uncirculated coins have been NGC graded as BU. Being new to this, would you explain to me what you mean by BU and why would NGC not grade thes uncirculated coins using the MS grading scale.

On occasion we offer adjectival grading at a dealers request when a large quantity of coins are submitted for grading. This service can sometimes be a more cost effective form of certification where the coins would otherwise not be graded. Or, it can assure the submitter a higher quantity of coins of uniform grade (as in this case, where coins grading MS60 or higher have all been encapsulated as "Brilliant Uncirculated"). Whether graded numerically or adjectivally, the NGC written guarantee applies.
