Air Tites and removal at NGC

I am wondering, It says for a submission to put coins in a Flip. I have many coins in simple Air Tites and was wondering if putting the coin within the Air tite and into the flip constitutes the need for the removal charge from coin holders or not. I cannot tell by what I am reading.

Generally we do not charge a handling fee for coins submitted in Air Tites unless it becomes a time consuming task. We will charge a fee for coins that are submitted in Proof sets from the Mint if not all coins in the set are submitted for grading. We also charge a handling fee for coins submitted in cardboard/ cellophane holders with staples. We do prefer that you submit your coins in non PVC 2 x 2 plastic flips (one coin per flip) whenever possible.
