It was in a Capital plastic "O" Mint Mark Holder with 5 others...I asked for a price and I bought it and 2 walkers and a 23 Peace,In hand it just drips...

Looking at it in hand I have to say no....I can't say what caused the streaky toning but under 16X I can't find any hairlines and if you look directly in front of the mouth it appears to be die polish lines.
