Question about Registry points for Matte Proof Lincoln cents

The 1909VDB Matte Proof is widely regarded are the Key coin in the series and auction prices bear this out. However in looking at the registry point chart the 1916 gets more points that the 09VDB in many grades and designations. For example in 66RB the 09VDB will get you 3817 pts while the 1916 gets 4141. The 09VDB will cost you 3-4x than the 1916.

 

How factors are considered when derviving a numerical value for registry points?

 

Does NGC view the 1916 to be just as rare and valuable as the 09 vdb?
