Die Break on 1936 D Mercury Dime

There are a few raised "bumps" on the obverse of this 1936 D Mercury Dime. Is this the result of a Die Break or something similar with a different teminology? Is so, how much if any would this affect the "appearance" part of the grading process?

Tom,

 

I don't disagree with you at all, I was really just asking in general as far as what type of grade the coin would deserve taking this into account in the overall appearance. I had noticed the irregularities going through the mercury dimes as part of an inventory process. Really just for my own records, and reference.

It looks like it might be a die gouge. It shouldn't affect the grade, really. Although that also depends on who you ask. The value may be increased slightly if you can find the right person, but probably not.
