Would this Washington Dollar be graded as a die break?

NGC recognizes die breaks as Mint errors. To qualify as errors on circulating coins, die breaks must be terminal die state or a true break. Die chips and cracks seldom qualify. The flaws shown in your image appear to be too small to be recognized and attributed by NGC. Small breaks are very common on mint state coins, and fall within the Mint's accepted tolerances for die wear on circulation coinage. Therefore, they are not errors.
