Is it true that if a silver panda coin is left in its original plastic pouch long enough, even though it is also in a plastic capsule inside that pouch, it will be harmed by the chemicals in the plasitc pouch b/c those chemicals will eventually seep into the plastic capsule?

From my experience, yes. I have seen a lot of Panda coins that are stained because of the PVC plastic that the capsule is placed in. NCS can sometimes help and prevent further damage, however the best action is prevention.
