Sorta hard to tell from the pics, but if they are not surface spots it almost looks like a "shotgun" lamination problem or something has eaten it, and you are seeing the copper core through small holes in the nickel layer.

In the past, I have seen minute fragments from the copper core of the reeded edge of a clad coin get lodged on the surfaces. They are usually loose and will come off or sometimes even move around inside the packaging. If you have the clad layer that's peeking through the surface, then there is nothing that can be done.

 

I really can't tell what is going on by looking at the image..I do see some spots around 6-7 O'clock...but hard to tell if it's flakes or spots.
