NGC and Millennium Sacs, all PL?

Q. Does NGC designate all burnished Sacagaweas out of the Millennium Coin and Currency sets as PL?

 

Noticed quite a few on eBay lately. I've pulled some out of 2000 unc mint sets that seem "more PL" (surfaces are more mirror-like that is, less satin-like) than the "burnished" dollars. They should've called them mint whizzed IMO shocked.gif
