A real First Strikes program in 1903?

Do you think the US Mint should restart "First Strikes" programs like this? Has the US Mint done this with any other coins? What would a US Mint "Official First Strikes" set look like?

 

This is to Certify, that the accompanying LOUISIANA PURCHASE EXPOSITION GOLD DOLLAR struck at the mint of the United States, Philadelphia, in accordance with the act of Congress approved June 28th, 1902, is one of the first one hundred impressions from the McKinley dies.

The US Mint designated specific strike numbers for the 1892 Columbian Exposition half dollar and also engraved the first strikes for the 1921 Morgan dollar.

Is the engraving market acceptable, or are first strike 1921 Morgan dollars destined for body bags.?

I've seen the engraved Morgan dollars, but none of them were slabbed by a TPG. The engraving is quite elegant and in -script within the obverse field in front of Ms Liberty.
