1881 HQ2 Victoria Twenty Five Cents

I am in the process of cataloging my father's coin collection and came across this piece. Based on what I have read so far, this is one of the better varieties of this one to have. I have not sent any of the Canadian or other World Coins for grading yet, but any opinions on what this would grade at would be much appreciated.

Is there any luster that isn't showing up in the picture? If so I would say AU or better, if not XF. I don't see any possibility of making MS63 with all those bagmarks.

Sorry to get back so much later than your question, yes the coin does have a nice luster. Unfortunately my scanned picture does not do it justice. Thank you very much for your input.
