WWII Victory Medal Replica

Can anyone tell me who did this replica and when? This is a replica of the WWII Victory Medal (SC$ HK-910) that was minted by the US Philadelphia Mint and Medallic Art Co. in 1945. I'm guessing this was made in the early 90s around the 50th Anniversary of WWII. This one and the original are substantially different in that the original does not have a raised rim, is high relief and has a different composition.

Thanks dealmakr. That's great info. I just learned that NGC has slabbed these though the one I saw doesn't have the HK designation on the insert.
