White crud?

I've seen some white crud on a few 18th and 19th century medals and tokens that look like the below:

What is that stuff, is it a problem, and can it be removed/conserved? If it can be removed, will the metal underneath look unnatural and inconsistent with the unaffected material around it?

 

I asked this question in the Conservation forum first where jgrinz indicated it may be a serious problem.

It appears as though your medal may be suffering from a form of corrosion. We do frequently see copper coins, tokens, and medals of similar vintage with this type of problem. The problem usually can be removed and the surfaces underneath are usually similar to the rest of the medal. It would also appear that your medal may have some other residues. The end result would be a medal more evenly colored and without the corrosion spots that could become worse with time. Every piece is different however, so once your medal is examined in hand there may be a different prognosis.
