White crud?

I've seen some white crud on a few 18th and 19th century medals and tokens that look like the below:

What is that stuff, is it a problem, and can it be removed/conserved?

I was told white crud is BAD ... Oxidizing foriegn material on the surface of the coin and will eat into the coin. What I was told anyway ... Might want to ask NCS directly to address this issue quickly

Thanks jgrinz. I posted this question to NCS. I'm very interested to hear what they say since I've seen this on some historically significant (at least to me) pieces.
