It depends on the date of issue and denomination. Some early proofs are frequently encountered with rotated dies, and they are not noted on the holder as a mint error. If the degree of rotation falls outside the production tolerances for proof coinage, it will certainly be noted on the holder. In many instances, a 20-degree rotation can, therefore, qualify for recognition as a rotated die error at NGC.
