Silver panda proof coins without 'P'

Do you recognize 10 yuan silver panda coins that are proof in quality but lack the 'P' for 1989 and 1990? The seller says that the mints in China show these coins--there are only about 100 made--to the official distributors to impress them, so that the mint will be given a larger production order. The coin is proof quality but without the 'P' marking. I have some and they do seem to reflect light as the 'P' coins do and the letters and numbers are as distinct as those on the 'P' coins. But the panda image is a bit more like the BU version than the proof version.

 

Have you seen such coins and are these recognized as legitimate 'P' coins?

In years where China distinguished the Proof Panda coins from non-proof issues using a “P”, NGC will not call the coins with out a “P” proof regardless of quality. Such coins will not be given any special designation by NGC other then the variety such as Large Date or Small Date. On issues such as 1995 and 1996 where proof coins were made using different designs but no “P” or in the case of the early 1980’s where all silver issues are proof, they will be designated as such.
