It is likely these coins can be helped through professional conservation. I would not be able to comment on specifically how much these particular coins may be helped. It is difficult to determine what exactly is causing the look of your coin whether it is the result of a residue or if it is the surface of the coin itself. These coins would have to be examined in person to determine how well conservation can improve them.
