Can NCS help this thing or hurt it

this coin is already graded by NGC as MS-64 but has a almost black toning on it and was wondering if it would be something that would be worth getting conserved or would be best just left alone

I would not be able to comment on your specifically without actually seeing it, but can give you some thoughts based on past similar coins with a similar appearance.

 

Removal of residues could certainly be perfromed. Depending on the depth of the toning, a lightening of that toning may be performed. A white coin though possible would never be done with such dark color. Attempts at making such a coin white would result in very unattractive surfaces. The appearance and long-term storage stability will be improved if this coin was to be submitted for conservation.

Here is a updated picture of the same coin and instead of being black in color its kind of a chocolate brown with some blue hues in there. The fields are almost mirror like underneath the dark colored toning
