Can you tell me the difference between the 2000 silver eagle and the 2000 silver eagle "millenium set"

If I am not mistaken,There was speculation that the Eagle that was in the "millenium set" was in fact minted at the West Point mint.Therefore making it a plain or unmarked 2000"W"ASE.

 

ICG even put a "W" on their slabs.

 

Neither PCGS or NGC do this and I would imagine the reason they put millenium set on the slabs is that they are awaiting the mints recognition of where they were actually minted.
