Submitting for Conservation/Grading

How would I submit coins for conservation and then transfer them to NGC? Do I just send in 2 invoices? Can I include a provision that if the conservation is unsuccessful not to grade them? I'm looking to submit a few state quarters with an unsightly brown stain on them. NCS' reply to a post I submitted sometime ago indicated that the stain could be removed.

There is a box to check on the NCS form in section 6 "Submit coins for grading." If this box is checked, no NGC form is necessary.
