Thoughts on the haze on this 1936 Walker proof

It is difficult to determine whether a haze is caused by a residue such as PVC or if it is a staining which is a form of light environmental damage through an image. This is the problem with your coin. A residue can be conserved. If it is a staining or a residue that has begun to alter the surface and cause what would be called staining, we will have less success in improving the surface of your coin. It would be best to actually see this coin to determine what might be done to help bring out its best.
