First Strike "Gem Uncirculated" grade?

I have a 2006 $5 gold eagle coin that was graded by NGC. The holder reads "First Strikes Gem Uncirculated."

 

I know what the first strike part means, but why did this coin get "Gem Uncirculated" and not a number grade? I have read elswhere that "Gem Uncirculated" is roughly equivalent to MS65 or MS66. If this is the case, why not simply put the grade on there?

Gem Uncirculated means that the coin is at least MS65.

 

On occasion we have offer adjectival grading at a submitter's request. This can sometimes be a more cost effective certification, or it can assure the submitter a higher quantity of coins of uniform grade (as in this case, where coins grading MS65 or better have all been encapsulated as "Gem Uncirculated"). Whether graded numerically or adjectivally, the NGC written guarantee applies.
