Recognizing Ties in Registry Sets

If several collectors have the same score on their Registry Sets, why do you not recognize ties as does PCGS? Example is a the SAC Proofs. Six collectors have same score. but their positions range from #3 through #8. All have same coins. Same is true on Proof SBA's, Proof State Quarters and a few more sets. 893frustrated.gif
