When did NGC start using the * designation for eye appeal?

Another important use of the STAR should be noted: the STAR is also given to coins with exceptional characteristics, such as one sided Cameo, Ultra Cam, Prooflike, DPL, etc, as long as this characteristic occurs on the obverse. In the event that a coin does receive a STAR because of something like this, NGC seems to pay very little attention to eye appeal, from what I've seen.
