Remarked Coin

I'm not sure if I have the terminology correct but I'd like to know if I can have a coin graded by NGC that has been "stamped" by a third party.

 

My coin in question is a 1992 Silver Panda proof. Some of those coins were marked by a small olympic torch on the reverse of the coin as a tribute to the 92 olympics. There is no record that this was done by the mint itself and there is speculation this was done by a third party for an olympic promotion.

 

If NGC won't accept is NCS an option for a detail grade and encapsulation?

Since the torch was not an official issued done by the mint, NGC will not grade or encapsulate the coin. However the coin can be NCS encapsulated and detail graded.
