Silver Eagle Proofs Turning Black in NGC Holder

I purchased a set of 5 SE proofs multi holdered about a year ago and they are starting to turn black near the rim and it seems to be spreading. My other coins in the safe seem fine, so I don't think it's anything I'm not doing to take care of them.

 

Is this something that's covered under NGC's grade guarantee?
