Is there any hope for steel pennies with milk spots?

I have a PCGS MS67 steel penny with whitish spots. Is there any hope? or is that just the nature of the beast?

There are several different kinds of spots that are commonly reffered to as "milk spots." Some can be removed with professional conservation and others that are in the planchet of the coin and thus can not safely be removed. It has been my experience in the past with steel cents that these white marks can be removed. I would not be able to say for certain with your coins without seeing them.
