ReHolder for size?

I have a few holders that have light scratches and some that are the older holders and the older holders are made to a deferent size. My question is under the Requirements to reholder it is shown for A coin with a chipped or cracked holder. Can I have get my coins reholderd for my reasons to make them all the same size and the light scratches? I am guess what I am asking can I submit for reholder for other reasons than listed in the Requirements.

Any coin in an NGC holder can be reholdered. No reason is needed. Coins that have been removed from the holder or have been tampered with will not qualify.
