Can NCS usually remove those tiny black carbon spots on recently dipped silver coins without affecting the lustre?

The small spots that develop on recently dipped coins are usually the result of the coin being dipped. This is usually a good candidate for conservation as the spots may get worse and eventually negatively effect the luster underneath.

I have a PF 68 Cameo Lincoln cent with tiny pinpoint carbon spots on it. Is this something that could/should be removed?
