This coin has some copper spotting on both obverse and reverse. It's currently slabbed by PCGS. If it's deemed worthy of conservation and is cracked from the slab, could it then be submitted to NGC after conservation?

Yes, we could submit your coin for grading with NGC after conservation. We have had great success in removing copper spots from gold coins such as yours.
