That is a gorgeous coin that is a no brainer Cameo. Who gives a rat's behind if the TPGS's wave their little magic wand over the slab and says yeah or nay to the cameo designation?! That coin stands on it's own merit. Period!

I'd say unless you are looking to sell it in the near future, why bother?

Hopefully by the time you "need" to, they will have come up with a better slab, to go

along with the enhanced designation (obvious based on the picture) of cameo.

Update

"The coin in question was not designated CAMEO because it was not graded when NGC designated classic coinage proofs as CAMEO or ULTRA CAMEO. You can send the piece back in for designation review and it would receive a CAMEO if so warranted" Andrew Vickery NGC Grader

What would be the deciding factors between Cameo and Ultra Cameo?

 

The degree of contrast between the frost of the devices and the mirrored fields. The devices need to be very frosty(satin) to get the ultra cameo.

 

Most 19th century proofs show good contrast but don't get a cam on the holder due to glossy spots in the lowest places on the devices, which are really the highest points on the die itself. This is due to the polishing that happens between strikes. With every coin made the press operator gets in the die with his polishing cloth and wipes a little more of the die away. It doesn't take long for the high points of the die to start being polished and strike the glossy spots.

I had 9 out of ten - and thanks to MR anaconda he supplied a Trade dollar for the set to complete it. That is HIS coin (T$1) that ended up getting a cameo designation with the three others. I was very excited and I think I am done with that set now.I could upgrade a few but why bother. It is complete and NOW in my mind accurately graded .. I am happy.
