What is the criteria that NGC uses to Have a Coin Labeled CAMEO

I have a coin posted in my registry which I still don't understand why it does't have the cameo designation. What can I look for on my coin to actually determine WHAT the grader did or didn't see in his determination. I am at a loss still at why this coin is NOT a cameo coin

Hi,

 

The coin in question was not designated CAMEO because it was not graded when NGC designated classic coinage proofs as CAMEO or ULTRA CAMEO. You can send the piece back in for designation review and it would receive a CAMEO if so warranted.
