Why did NGC choose a separate combined set over a separate set of Proofs only? Will this be the case for other series such as Bust Dollars? What will the criteria be for deciding which is which? [ie: when do the proofs get combined with the MS coins and when do they stand alone].

Might depend on the series. Very few collect the proof Peace dollars without collecting the MS as well, although many will collect the MS without ever buying a proof Peace dollar.

Mainly because there are thought to be only about 20-25 proofs TOTAL in existence....
