I have methodically searched for specific tabs to perform this function, BUT I always not finding how to do this?

   The following topic should be helpful:

  To "Edit" your set, click the "Edit" button as shown on the right upper part of the screen and then uncheck the "Private" "Box as shown. I'm assuming that you have created Competitive Sets in the newer registry system, not just Custom Sets on the old system or just a "My Competitive Coins" list.

Hello @imnotaminion.

We do not see that you have created any NGC Registry custom sets nor competitive sets. You are referring to your inventory, your list of coins which is always private. 

The lock icon you see denotes that only your coin collection/inventory is private.  This is standard across the entire competitive Registry at NGCcoin.com.  Any competitive NGC Registry sets you create automatically are set to viewable to the public (unless you intentionally set them to private.)
