No. The top one is a dryer coin and the second  one has Die Deterioration Doubling.

No, Die Deterioration Doubling is another worthless type of doubling like Machine Doubling    
and Split Plate Doubling.

Please see the following explanations of "worthless doubling", which will encompass the vast majority, if not all of the circulation finds on which you see "doubling":

 Split plating really isn't "doubling" at all but simply an area where striking pressure has caused the copper plating on a copper plated zinc cent to separate. Like the various forms of "worthless doubling", it is too common and too insignificant for knowledgeable collectors to be willing to pay a premium for coins exhibiting it.

The m-o-r-o-n-s and crooks who have descended on eBay by the thousands notwithstanding. You can’t spend 3 minutes on eBay without seeing a coin being offered at tens of thousands of times over its actual value. eBay has become a numismatic cesspool. And frequently, the crooked sellers have 100% positive ratings. That platform has been ruined by crooks. Etsy is even worse.

I see an overly damaged 201X Lincoln Shield Cent and a 1992 D Lincoln Memorial Cent with split plate doubling that looks awfully familiar from another thread as I seem to remember one where the zinc around the Memorial is exposed.

Neither of these are errors.
