Interesting... a starred note that is NOT a Starred note.

The large star is likely the product of someone with a star rubber stamp, ink pad... and time on his hands.

The bill was printed at the Fort Worth BEP facility for a California Federal Reserve District, L12  (possibly San Francisco).

Even if it were an authentic starred note (used to denote a bill with the same serial number that was withdrawn from circulation, for any number of reasons) it is of a fairly new series and well worn.

I do not believe this bill to have any collector value. My explanation of the star on your bill is purely speculative.
