Why Obv Scratched coin returned without slab? Just with a tag

Hello,

I think NGC is slabbing OBV Scratched coins as Detailed. Why my one was returned without slab?!

This is the second recent post about a scratched coin coming back not in a slab. The other person who posted about this same kind of situation was able to talk to customer service and send the coin back again to have it slabbed.

If NGC has recently had a change of heart on coins with this particular surface issue, they should change this on their policy page.

This excerpt from NGC FAQ's page under grading : NGC assigns an adjectival NGC Details Grade to coins that have surface conditions that preclude numeric grading. These surface conditions include improper cleaning, scratches and damage.
