For these design elements to be different from "standard" Washington Quarters, that would mean the die would have to have been created with "different" letters and an uneven wingspan. IF a die was made this way, there would be hundreds of thousands of these quarters with this same lettering and wingspan. That did not happen because the dies were made from the same working hub which was made from the same master hub. It is not possible for this to happen in the minting process.
