I would say fully cropped photos would be necessary to make a proper assessment of this coin. I see much more of the surface it is laying on than the coin itself. Please crop your images so that they look like this, but take them from up closer so that they have better resolution: I can't tell for sure from these images, but this 1982-D quarter appears to have some sort of residue, possibly dried glue, around the letters "RTY" and at the top of Washington's head.
