Rosie’s not allowed to add to 65-Date Circulated set 1 1

I found my 2020 D and my 2023 P and D coins are not allowed to be added in my 65-Date Circulated Rosie set which is currently #3. They are all from the 20 Coin Mint sets on the NGC label. Is that an issue? Thanks
