Guide to Full Steps Jefferson NickelsThe steps must have no hits marks or deformations as well as being fully struck within these quadrants 1-4. A scope is widely used to accurately determine the steps characteristics. The Plinths, Stylobate, Steps and Foundation must all be clearly struck and no serious hits anywhere to get the FS designation. Cheers and happy hunting!

The content is informative but the description is confusing. There are 4 horizontal sections and 4 vertically stacked sections. Further, the illustration is of poor quality and barely helps one separate one thing from another. (Details -- A plinth is not part of the steps. Jefferson's design has a portico not a stylobate.)
