There is a foreign substance on the coin, most likely some type of adhesive, on which another coin was pressed or resting resulting in the partial impression of the Memorial on the obverse. This did not happen at the mint and is not an error. You can try soaking the coin in some acetone for several hours to see if the substance will dissolve away.
