Here's the grading definitions used by PMG, the leading currency grader. I woul say your bill is either in the Very Good or Very Fine buckets....probably VG-10 or VF-12 as the bill has tears and gaps along the sides. It is also very worn. This is a forum for coins, while I don't really mind others might so it would best to post notes over at NGC's sister company PMG or maybe in the watercooler section.
