It appears to be a surface stain, but I agree with @Sandon. Whether or not it is a toning stain, or some other kind of stain say from what it was stored in, I think if you made any attempt to remove the stain that you will permanently damage the surface and ruin the coin. Even at PF 69, the value for one of these in the price guide is only $75 (it does not look like even a Cameo) and I don't think it would grade as a 69. If the stain bothers you, I would sell this coin and find a better specimen as they are basically cheap enough to acquire one easily that does not have the stain.
